Carl Schmitt described the political in existential terms. The political consists in the distinction between friend and enemy, a distinction between collectivities that are existentially different. This led Richard Wolin to label Schmitt a “political existentialist” whose work relies on a specific cultural and philosophical climate of “vitalism.” Consequently, Schmitt’s thought is treated as ideology by Wolin. Instead of focusing on Schmitt’s underlying ideological affinity with a particular cultural climate, this paper attempts to conceptualize the notion of “political (...) existentiality” as a crucial element in Schmitt’s understanding of the political and defend it as a notion that reveals something about the political condition itself. In order to understand the meaning of existentiality, we will conceptualize it against the background of Max Weber’s disenchantment thesis and conclude that through the notion of political existentiality Schmitt conceptualizes the political sphere as a locus of meaning and values and thus reenchants the political. While different groups of viewers may have sought different values in Cézanne's art, the artist's manner of painting and personality both contributed to the ambiguity of his work. Until the last decade of his life he seldom exhibited, and even then his paintings seemed unfinished. He was generally regarded as an "incomplete" artist and often as a "primitive," one whose art was in some way simple or rudimentary, devoid of the refinements and complexities of his materialistic, industrialized society.1 He was (...) seen as an isolated man who lived apart from other painters and found human relationship and communication difficult. Yet for some symbolists it was this alienation and mystery which made Cézanne's art so attractive. As early as 1891, Fénéon found it appropriate to refer to "the Cézanne tradition," a designation which indicates the influence of the legendary account of the artist promulgated by Gauguin and his associates.2 Gauguin had painted landscapes with the reclusive artist during the summer of 1881, was impressed by his odd style, both personal and pictorial, and in a letter to Emile Schuffenecker of 14 January 1885 described Cézanne as embodying the mysticism of the Orient.3 Such a characterization held special meaning for those like Gauguin who had come more and more to search for an ultimate truth in the experience of the mystical, the transcendental, the intensely real. For the symbolist painter or writer, primitives lived in harmony with the real world; they had an intuitive, mythic understanding of their environment. Most modern Europeans, in contrast, viewed the world through false and short-sighted analytic reason and thus saw only immediate causes and effects, not eternal universal principles. They were Christians who could not see the truth of Buddhism; they were socially indoctrinated Parisians who could not see the purer structure of human society in provincial Brittany; they were refined painters of nature who could not see the expressive power of a flat area of color surrounded by a broad outline. For Gauguin and the symbolists, Cézanne, living in isolation in his seemingly unsophisticated native Provence, qualified as an enlightened contemporary, an inspiring force, a primitive artist. · 1. While the language of Běijīng served together with Manchu as the court vernacular in the Qīng dynasty, the city’s dialect was not widely accepted in China as the standard for Guānhuà even in the late nineteenth century. The preferred form was a mixed Mandarin koiné with roots going back much earlier, such as that represented in Lǐ Rǔzhēn’s mid-Qīng rime compendium Lǐshì yīnjiàn. A similar form of mixed Mandarin served briefly as the National Pronunciation of China in the early twentieth (...) century and came to be called lán-qīng Guānhuà ‘blue-green Mandarin’. This heterogeneous norm incorporated features of a variety of Mandarin dialects and eventually came to be disparaged as an unrefined cousin of the pure Běijīng standard. Yet in origin the old National Pronunciation was designed to encompass a mix of regional forms and intended to contain the most broadly accepted elements of various Mandarin types. The evolution and development of the composite Guānhuà norm reveal much about Chinese linguistic attitudes of the early nineteenth through early twentieth centuries and shed light on various perspectives about what standard Chinese should be and what a Mandarin-based norm should represent. Broad popular acceptance of Běijīng as the governing norm for pronunciation began slowly to take hold only after the Ministry of Education of the Republic of China finally officially promoted Běijīng as the national standard in the 1930s. Yet it then had to compete with a new mixed vernacular orthography called Latinxua sinwenz. Běijīng was not firmly established as the norm until the People’s Republic of China definitively declared the city’s dialect as standard in the 1950s. (shrink)

Achille Nicolas Isnard an engineer with a keen interest in political economy, is best known for demonstrating the concept of market equilibrium using a system of simultaneous equations. The breadth and depth of his work undoubtedly established him as one of the forerunners of modern mathematical economics, yet his seminal contributions to the study of economics remained largely unrecognized until the latter half of the twentieth century. This pioneering new book, the first in English, examines Isnard’s life and illuminates his (...) major contributions to political economy. This paper presents the first bibliometric mapping analysis of the field of computer and information ethics (C&IE). It provides a map of the relations between 400 key terms in the field. This term map can be used to get an overview of concepts and topics in the field and to identify relations between information and communication technology concepts on the one hand and ethical concepts on the other hand. To produce the term map, a data set of over thousand articles (...) published in leading journals and conference proceedings in the C&IE field was constructed. With the help of various computer algorithms, key terms were identified in the titles and abstracts of the articles and co-occurrence frequencies of these key terms were calculated. Based on the co-occurrence frequencies, the term map was constructed. This was done using a computer program called VOSviewer. The term map provides a visual representation of the C&IE field and, more specifically, of the organization of the field around three main concepts, namely privacy, ethics, and the Internet. Against the background of the current European competitive media landscape, the media are more and more compelled to legitimize their activities in their own national context as well as at a European level. Meanwhile, the nature of the media diversity in The Netherlands has changed tremendously; from a society divided along political and religious lines, it has evolved towards a multi-ethnic society. Hence, both the conceptualizing and operationalizing of media diversity from an academic as well as a media practical perspective (...) prove to be hot topics. An expert meeting was held at the Department of Communication at Radboud University Nijmegen in December 2004 in which the contours of media diversity in general and in The Netherlands in particular were explored. Institutional performance as well as program-related aspects linked to the notion of media diversity were discussed. Media diversity was explored from the angle of media economics as well as from the perspective of the program/format level. In addition, the audience reception perspective as well as methodologically problematic aspects one encounters when measuring media diversity were assessed. What follows here is a selection of several most pertinent views on this complex topic. We welcome each critical insight from other geographical contexts which might stimulate the debate on measures of open and reflective diversity in the media. (shrink)

Language's intentional nature has been highlighted as a crucial feature distinguishing it from other communication systems. Specifically, language is often thought to depend on highly structured intentional action and mutual mindreading by a communicator and recipient. Whilst similar abilities in animals can shed light on the evolution of intentionality, they remain challenging to detect unambiguously. We revisit animal intentional communication and suggest that progress in identifying analogous capacities has been complicated by (i) the assumption that intentional (that is, voluntary) production (...) of communicative acts requires mental-state attribution, and (ii) variation in approaches investigating communication across sensory modalities. To move forward, we argue that a framework fusing research across modalities and species is required. We structure intentional communication into a series of requirements, each of which can be operationalised, investigated empirically, and must be met for purposive, intentionally communicative acts to be demonstrated. Our unified approach helps elucidate the distribution of animal intentional communication and subsequently serves to clarify what is meant by attributions of intentional communication in animals and humans. A substantial amount of recent work in natural language generation has focused on the generation of ‘‘one-shot’’ referring expressions whose only aim is to identify a target referent. Dale and Reiter's Incremental Algorithm (IA) is often thought to be the best algorithm for maximizing the similarity to referring expressions produced by people. We test this hypothesis by eliciting referring expressions from human subjects and computing the similarity between the expressions elicited and the ones generated by algorithms. It turns out that (...) the success of the IA depends substantially on the ‘‘preference order’’ (PO) employed by the IA, particularly in complex domains. While some POs cause the IA to produce referring expressions that are very similar to expressions produced by human subjects, others cause the IA to perform worse than its main competitors; moreover, it turns out to be difficult to predict the success of a PO on the basis of existing psycholinguistic findings or frequencies in corpora. We also examine the computational complexity of the algorithms in question and argue that there are no compelling reasons for preferring the IA over some of its main competitors on these grounds. We conclude that future research on the generation of referring expressions should explore alternatives to the IA, focusing on algorithms, inspired by the Greedy Algorithm, which do not work with a fixed PO. Exploring Practical Knowledge investigates professional practices from a hermeneutic perspective. The book presents, discusses and applies notions such as practical knowledge, practical wisdom, tacit knowledge, and normativity to the professional lifeworld. These contributions focus on both specific practices and more general questions concerning theories and investigations of practice. Carl Barrett (bio)Eight years ago, the Kennedy Institute of Ethics Journal published a brief selection by Eric Juengst (1991) entitled “The Human Genome Project and Bioethics.” That essay introduced and described the Ethical, Legal, and Social Implications (ELSI) Program at the National Center for Human Genome Research. 1 Since that time, the ELSI program has grown to (...) become one of the largest and most well regarded bioethics programs in the country, sponsoring the work of hundreds of researchers and coordinating bioethics activities both nationally and internationally (Marshall 1996; Meslin, Thomson, and Boyer 1997). In 1991, however, Juengst, the first director of the ELSI program, had no way of anticipating these developments. Juengst’s goal in his essay was simply to highlight some of the moral and social issues that were emerging as focal points for the ELSI program. Looking back, the issues he outlined may seem vague and overly broad. At the time, however, the essay served an important purpose, to identify areas requiring additional study and thereby to serve as a guide to others interested in joining in these discussions.In many ways, Juengst’s article serves as an inspiration to those of us working on a new bioethics project. The National Institute of Environmental Health Sciences (NIEHS) recently launched a multi-year project aimed at better understanding genetic influences on environmentally associated diseases (Albers 1997; Brown and Hartwell 1998; Cannon 1997; Kaiser 1997). This project, known as the Environmental Genome Project (EGP), plans to identify and study a number of common genetic variants that may play an important role in determining how individuals respond to environmental exposures. NIEHS hopes that the information learned through the EGP will be instrumental in developing more effective disease-prevention strategies and intervention programs. Following the precedent developed in connection with the Human Genome Project, NIEHS also plans to address the moral and social implications of the EGP. Efforts in this regard include sponsoring workshops and conferences to address such issues, as well as supporting research on the ethical, legal, and social implications of the EGP. Through this work, NIEHS hopes to anticipate potential problems before [End Page 175] they arise and to develop policies that maximize the benefits of the research while avoiding potential misuses of the information learned.In exploring the social implications of the EGP, we at NIEHS are very fortunate to be able to draw upon the work being done by the ELSI program at the National Human Genome Research Institute (NHGRI), as well as the ever-expanding bioethics literature that has been sparked by the ELSI program. Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. The way politicians get in contact with local polities in Flanders bas been examined based on the sociological distinction between ascribed and achieved status positions. Politically active relatives were considered characteristic of ascribed local mandates.Membership of different associations was seen as a way of personally achieving a local mandate. The results indicate that a combination of both was most frequently occuring. In spite of popular convictions, family was still quite important to get in contact with politics. This is shown in (...) the high rates of respondents having politically active relatives.Next to this, a lot of political involvement occured via participation in a diversity of associations. Participations considered were membership, diligence and officeholding in a political party, a union, a health insurance organisation, an advisory body and all other political or non-political associations. The monetary theories in Philip Cantillon's The Analysis of Trade (1759) differ in important respects from those found in Richard Cantillon's much more famous Essai sur la nature de Commerce en general (1759). Contrary to the received opinion that the Analysis was a poor translation of the Essai, it is argued in this paper that many of these differences are due to the fact that Philip based his book on an earlier draft of his cousin's great work. Comparisons between (...) the two texts allow us to assess, for the first time, how Richard Cantillon's developed his ideas on the quantity theory of money, the price-specie-flow mechanism and the determination of the interest rate. In this paper a corporate social responsibility audit is developed following the underlying methodology of the quality award/excellence models. Firstly the extent to which the quality awards already incorporate the development of social responsibility is examined by looking at the Malcolm Baldrige National Quality Award and the European Quality Award. It will be shown that the quality awards do not yet include ethical aspects in relation to social responsibility. Both a clear definition of social responsibility and an improved audit instrument (...) are required. A definition and an audit instrument are developed which stimulate movement in that direction and help organisations to reflect on their position in relation to social responsibility. (shrink)

We address the differences between schadenfreude and happiness and those between gluckschmerz and anger. We argue that these emotions are largely elicited by distinct interactions of appraisals that trigger distinct emotional responses. Moreover, we discuss both schadenfreude and gluckschmerz in relation to the emotional lexicon of several languages and conclude that these emotions help us to better understand human behaviour.
